Iran promised to open the Strait of Hormuz, but deliberately failed to do so.

According to APA , US President Donald Trump made this announcement in a tweet.

"This has caused concern in various countries and people around the world. They say they laid mines in the waters, while their entire fleet and most of the "mining" forces have been completely destroyed. They may have done it, but what shipowner would take such a risk? This is a huge stain and blow to the reputation of Iran and their "leaders", but we have already passed this stage. As they promised, they should immediately and quickly begin the process of opening this international waterway! They are breaking all the laws," the US President noted.
