Trial to begin for Sevinc Osmangizi, Abid Gafarov and Beydulla Manafov on anti-state incitement charges

The trial of Sevinj Mirzayeva (Osmangizi), Abid Gafarov, and Beydulla Manafov, who are accused of making calls against the state, is set to begin, APA reports.

The criminal case has been assigned to Judge Nigar Imanova at the Baku Court on Grave Crimes. The court’s preparatory hearing has been scheduled for December 30.

It should be noted that a decision was adopted to charge Sevinj Osman gizi Mirzayeva as an accused under Article 281.2 of the Criminal Code. It was reported that since she evaded the investigation authorities and went into hiding outside the borders of Azerbaijan, a search was announced on that date for the purpose of formally presenting the charges against her.

By a decision of the Binagadi District Court, a preventive measure of arrest in absentia was imposed on her.

On September 18, 2025, additions and amendments were made to the substance of the charges, and a decision was adopted to charge Sevinj Mirzayeva as an accused under Articles 220.2 and 281.2 of the Criminal Code of Azerbaijan.

According to the decision, it was established that in video addresses published on February 17, 2019, October 17, 2019, and July 25, 2020, on the “Sevinc Osmanqızı TV” channel operated by her on the YouTube internet platform, she influenced people’s will and encouraged them to act unlawfully—namely, through the use of force—against the legally established and functioning authorities of Azerbaijan. She is alleged to have made open calls, as part of a group acting with prior collusion and a unified intent, for the violent seizure of power in Azerbaijan, for active disobedience to the lawful demands of government representatives, and for riots accompanied by violence, as well as to have disseminated video materials with such content via internet resources accessible to an unlimited number of people.

It is further alleged that, acting together with Beydulla Manafov Anvar oglu and other individuals as part of a group, during dialogues aired on the same channel on September 2, 2023, and January 13, 2024, she supported the views of persons with whom she was acting in prior collusion in line with a shared criminal intent, thereby influencing people’s will and encouraging them to unlawfully oppose the legally established and functioning authorities of Azerbaijan through the use of force. As a result, she is suspected of facilitating open calls, as part of a group acting with prior collusion and a unified intent, for the violent seizure of power, for active disobedience to the lawful demands of government representatives, and for riots accompanied by violence. The said video materials were allegedly disseminated repeatedly via internet resources accessible to an unlimited audience through the channel she managed.

In addition, it is alleged that, acting together with Abid Gafarov Abdin oglu and other individuals as part of a group, during dialogues broadcast on the same channel on June 26, 2024, and December 9, 2024, she supported the views of persons with whom she was acting in prior collusion in line with a shared criminal intent, influenced people’s will, and encouraged actions aimed at the violent seizure of power in Azerbaijan. She is suspected of thereby facilitating open calls, as part of a group acting with prior collusion and a unified intent, for active disobedience to the lawful demands of government representatives and for riots accompanied by violence, and of repeatedly disseminating the relevant video materials through internet resources accessible to an unlimited number of people via the channel she operated.

A decision has been adopted to charge public activist Abid Gafarov, who resides abroad, as an accused under Articles 220.2 and 281.2 of the Criminal Code.

According to the decision, Abid Gafarov is alleged to have repeatedly made deliberate public calls on February 26, 2024, and April 28, 2024, aimed at the violent seizure of power in Azerbaijan, by encouraging unlawful actions—namely, through the use of force—against the legally established and functioning authorities of the country, acting as part of a group that had colluded in advance. It is alleged that video materials containing such content were disseminated on the “AzerFreedom TV” channel.

In addition, it is alleged that Abid Gafarov, acting in prior collusion with Sevinj Osman gizi Mirzayeva and other individuals as part of a group, encouraged unlawful actions against the existing authorities through the use of force on June 26, 2024, and December 9, 2024. As a result, he is suspected of repeatedly making open calls aimed at the violent seizure of power in Azerbaijan, calling for active disobedience to the lawful demands of government representatives, and for mass riots accompanied by violence. The relevant video materials were allegedly disseminated via the “Sevinc Osmanqızı TV” channel on the YouTube internet platform, accessible to an unlimited number of viewers.

In addition, it is alleged that Abid Gafarov, acting in prior collusion with Sevinj Mirzayeva Osman gizi and other individuals as part of a group, encouraged unlawful actions against the existing authorities through the use of force on June 26, 2024, and December 9, 2024. As a result, he is suspected of repeatedly making open calls aimed at the violent seizure of power in Azerbaijan, calling for active disobedience to the lawful demands of government representatives, and for mass riots accompanied by violence. Furthermore, it is alleged that on September 5, 2024, Abid Gafarov, acting in prior collusion with others as part of a group, again made open calls encouraging unlawful actions through the use of force against the legally established and functioning authorities of Azerbaijan, aimed at the repeated violent seizure of power, as well as calls for active disobedience to lawful demands of government representatives and for mass riots accompanied by violence. These video materials were allegedly disseminated on the “AzerFreedom TV” YouTube channel, accessible to an unlimited audience.
