Special Representative: Special attention is being paid to “green energy” principles in the liberated territories

Socio-economic development is being closely coordinated with restoration and reconstruction efforts carried out in Azerbaijan’s liberated territories, Vahid Hajiyev, Special Representative of the President in the Jabrayil, Gubadli, and Zangilan districts, said during an event dedicated to the theme “The Social and Economic Power of Housing” organized on the third day of the 13th session of the World Urban Forum (WUF13), APA reports.

The presidential special representative noted that all works in the territories destroyed during the 30-year occupation are being built from scratch, which creates an opportunity to implement urban planning policy in a more effective manner.

“Housing is not only a social right or physical shelter, but also an important driving force of economic activity,” Vahid Hajiyev emphasized.

According to him, sustainable development is impossible without social inclusivity, while successful resettlement cannot be ensured without creating economic opportunities.

Vahid Hajiyev stated that in post-conflict conditions, housing provision becomes the first visible sign of people’s return and the foundation of public trust. In this regard, new residential settlements are being established in the liberated territories based on the “smart city” and “smart village” concepts.

He noted that new villages and cities are being built near major roads, which increases economic activity and employment opportunities. At the same time, schools, kindergartens, healthcare institutions, and other public services are being established in those settlements.

The presidential special representative added that particular attention is being paid to climate factors and “green energy” principles in the projects.

“Solar panels are being installed on the roofs of houses, which will help reduce utility costs for future residents,” he said.

Vahid Hajiyev also noted that bicycle lanes are being constructed in villages, ensuring easier access for people to schools and other services.

He stressed that economic development is one of the key conditions for ensuring sustainable resettlement. For this purpose, the government is taking steps toward creating free economic zones and introducing business incentives in the liberated territories.

At the end of his speech, Vahid Hajiyev stated that it is impossible to establish sustainable settlements without jointly considering social and economic factors.
