Presidential special representative: Lachin and Kalbajar are being rebuilt, new residential neighborhoods are being established

Life is gradually returning to Lachin, Masim Mammadov, Special Representative of the President in Lachin district, which is part of the Eastern Zangezur economic region, said during the event titled “Lachin-Kalbajar: The Road from Urbicide to Post-Conflict Reconstruction” held within the framework of WUF13, APA reports.

He stated that Lachin and Kalbajar are being rebuilt and new residential settlements are being established.

According to Masim Mammadov, Karabakh is one of the strategic regions with complex and difficult ecological conditions: “Therefore, the restoration process here is not limited only to reconstruction, but also requires modern approaches in planning, governance and public participation. In particular, ensuring sustainable development and creating long-term living conditions for residents are among the main priorities. For us, reconstruction does not mean only physical restoration. It also means creating sustainable communities and ensuring the safe and transparent return of people to their native lands.”

The special representative noted that large-scale reconstruction projects are currently being implemented: “New residential neighborhoods are being established, while engineering infrastructure, roads, hospitals, parks and educational institutions are being rebuilt. But perhaps the most important issue is that people themselves stand at the center of this process. International events held in the region serve to strengthen Karabakh’s renewed ties with the international community. At the same time, global challenges call on us not to be satisfied only with reconstruction. Practical steps aimed at climate change adaptation and ensuring long-term sustainability have already become a key part of the development strategy. It is this vision that is being implemented in Karabakh today. Because ultimately, post-conflict recovery is not only about rebuilding cities. It is about people returning to their homes. Our main priority is to transform the country’s stability into a space for humanitarian development.”
