Patricia Scotland: A highly practical approach is needed for implementing goals

Governance and implementation must be carried out properly in order to solve the problem, Patricia Scotland, former Secretary-General of the Commonwealth and member of the UK House of Lords, said during the event titled “Advancing Housing Through Multilateralism: From Global Commitments to Local Impact” held within the framework of WUF13, APA reports.

She stated that there are five regions within the Commonwealth: “There are countries of different sizes and with different standards, and resources are very limited. Therefore, we thought about how we could help one another. First of all, as I said, the data must be properly understood. We need a unified and comprehensive policy. We must also think about a restorative approach. We talk a lot about cities, and that is correct, but cities cannot be viewed separately. They have an interaction with rural areas. Therefore, comprehensive assessment is very important.

But the most important issue is implementation. We may understand the data, but the main issue is implementing it. For many years we have understood what is being said, but the question remains of how to implement it. I think a very practical approach should be considered for implementing the goals. We tried to do this within the Commonwealth.

We need to know what others are doing well and what they are not doing well. Another important issue is ensuring that governance and implementation are carried out properly. In the Commonwealth, we created a commonly accepted performance management principle so that all 56 countries can understand what they are doing and implement it effectively.”
