Azerbaijan invests $14.7 billion in Karabakh and East Zangezur reconstruction projects

Housing policy is one of the main pillars of our urbanization strategy, Chairman of the State Committee for Urban Planning and Architecture Anar Guliyev said during the ministers’ meeting held within the framework of the 13th session of the World Urban Forum (WUF13) in Baku, APA-Economics reports.

He noted that since the establishment of the State Housing Construction Agency in 2016, more than 12,000 families have benefited from affordable housing projects, while tens of thousands of people have gained access to housing finance through below-market mortgage mechanisms:

“One of the strongest examples of the practical implementation of the New Urban Agenda in Azerbaijan is the Great Return Program.

Large-scale reconstruction works are being carried out in the liberated territories, where cities and villages were subjected to occupation and ecocide, and these settlements are being rebuilt from scratch based on modern urban planning principles.

Over the past five years, Azerbaijan has invested approximately $14.7 billion in infrastructure and housing projects in the liberated regions of Karabakh and East Zangezur. Total investment is expected to reach $18 billion by 2028.

These projects incorporate smart infrastructure, renewable energy, sustainable land use, and digital governance systems. In accordance with the new special planning approach, more than half of the region’s territory has been designated as a green zone.

To ensure the effective implementation of the Great Return Program, the government has established a special institutional mechanism and appointed special presidential representatives for the liberated territories,” Anar Guliyev added.
