A modern neighborhood has been established in the 2nd residential complex of Aghdam city.
Tarana Guliyeva, press secretary of the Restoration, Construction and Management Service for the Aghdam, Fuzuli and Khojavend districts, told APA that important projects are being implemented for the reconstruction of Aghdam city within the framework of the “Great Return” program carried out in the liberated territories.
According to her, the foundation of the second phase of the 2nd residential complex — one of the major housing projects implemented in Aghdam city — was laid in 2023, while construction work was completed in 2025. The first relocation to Aghdam city took place on December 25, 2025.
The total area of residential apartments in the complex is 96,202.34 square meters. A total of 60 residential and 6 non-residential buildings have been constructed, and within the framework of the project covering 11 neighborhoods, 1,268 apartments have been built. The apartments were designed in various sizes, including one-, two-, three-, and four-room units.
At the initial stage, 103 families comprising 403 people returned to their native homeland. Currently, 701 families, totaling 2,567 people, have settled in Aghdam city.
Across Aghdam district overall, 1,836 families and 7,209 residents have settled so far.
This process demonstrates the phased continuation of the “Great Return” program and the safe return of former internally displaced persons to their native lands.
It was noted that the projects are being implemented in line with the “Smart City” concept. The goal is not only the construction of residential buildings, but also the creation of modern urban infrastructure and ensuring access to social services. A school, kindergarten, medical center, and administrative building are already operating in the area.
At the same time, special attention has been paid to the development of road infrastructure. The total length of internal roads in the 2nd residential neighborhood is 4.65 kilometers.
In order to preserve ecological balance and reduce carbon emissions, extensive green zones have been established in the area. The total green space within the complex covers 3.3 hectares.
