Azerbaijan grants amnesty to more than 18,000 individuals

The decision of the Milli Majlis dated December 19, 2025, on declaring an amnesty on the occasion of the “Year of Constitution and Sovereignty” has been applied to 18,203 persons from December 22 to March 31, jointly by the Ministry of Justice’s Penitentiary and Probation services, as well as the Investigation Department, together with the prosecutor’s office and courts, the Ministry of Justice told APA.

5,310 of those granted amnesty were released from imprisonment for a certain period, while 10,226 were released from non-custodial sentences. In addition, the sentences of 2,648 individuals convicted to imprisonment were reduced by 6 months. Nineteen people were exempted from criminal liability (within the jurisdiction of justice bodies’ investigations).

Among those serving sentences in penitentiary institutions, 20 individuals who participated in the Patriotic War and 18 individuals who had reached the age of 60 by the day the decision entered into force were also among those released.

Of those granted amnesty, 1,309 had committed crimes that do not pose great public danger, 15,996 had committed less serious crimes, and 898 had committed serious crimes.

Overall, among those granted amnesty, 17,292 are men (of whom 86 are minors), and 911 are women (of whom 1 is a minor).

The implementation of the amnesty act is ongoing.
