Azerbaijan's total public debt amounts to 25 billion 987.5 million manat, of which 8 billion 183 million manat (4 billion 813.5 million dollars) is external public debt.

reports that the largest share of external public debt comes from loans received from the Asian Development Bank. The debt to this institution amounts to 1 billion 702.9 million dollars (2 billion 894.9 million manat).
It should be noted that the distribution of external public debt by creditor is as follows:
- Asian Development Bank – 1,702.9 million dollars (2,894.9 million manat);
- Eurobond investors – 1,387.3 million dollars (2,358.4 million manat);
- World Bank – US$657.1 million (1,117.1 million manat);
- Islamic Development Bank – US$230.2 million (391.3 million manat);
- European Bank for Reconstruction and Development – ​​US$216.4 million (367.9 million manat);
- Japan International Cooperation Agency – US$150.7 million (256.2 million manat);
- Asian Infrastructure Investment Bank – US$78.6 million (133.6 million manat);
- Other creditors – US$390.3 million (663.6 million manat).

It should also be noted that 58.2% of the external government debt must be repaid to creditors within 5 years, 36.1% – within 5-10 years, and 5.7% – over 10 years.
85.7% of the government debt was denominated in US dollars, 6.4% in euros, 3.2% in Special Drawing Rights (SDRs), 3.1% in Japanese yen, and 1.6% in other currencies.
