ENTSO-E shortlists Green Energy Corridor linking Caspian to Europe

The European Network of Transmission System Operators for Electricity (ENTSO-E) has published the preliminary list of power infrastructure projects to be assessed under its next Ten-Year Network Development Plan (TYNDP). The Caspian–Black Sea–Europe Green Energy Corridor — Phase 1 and Phase 2 — has been included in the TYNDP 2026 project portfolio, Azernews reports, citing the Ministry of Energy.

In total, the portfolio features 178 transmission and 49 storage projects. These projects were submitted by developers during the first application phase held in April–May 2025. ENTSO-E reviewed all proposals for compliance with TYNDP 2026 eligibility criteria and confirmed that the Green Energy Corridor project, covering Azerbaijan, Georgia, Romania, and Hungary, meets the necessary requirements.

The second application window, open from September 15 to October 15, 2025, targeted early-stage (concept-level) projects. All submissions will undergo administrative and technical verification in November 2025, followed by a cost-benefit analysis throughout 2026. Final results are expected to be announced at the end of 2026.

The Green Energy Corridor initiative stems from the Strategic Partnership Agreement on the Development and Transmission of Green Energy signed between the governments of Azerbaijan, Georgia, Romania, and Hungary on December 17, 2022, in Bucharest. The project is managed by the Green Energy Corridor Energy Company (GECO), which has so far held 10 meetings of its Ministerial/Steering Committee. The technical and economic feasibility study is being carried out by the Italian consulting firm CESI.
