International organizations praise the Washington meeting and its outcomes -SUMMARY

On August 8, the Summit held in Washington with the participation of Azerbaijan’s President Ilham Aliyev, US President Donald Trump, and Armenia’s Prime Minister Nikol Pashinyan attracted worldwide focus.

The outcomes of the summit and the signed documents quickly drew reactions from international organizations.

European institutions highly praise Washington Meeting

The European Union warmly welcomed the meeting hosted by President Trump between Azerbaijan’s President Ilham Aliyev and Armenia’s Prime Minister Nikol Pashinyan, applauding the initialing of the “Agreement on the Establishment of Peace and Interstate Relations between the Republic of Azerbaijan and the Republic of Armenia.” An official EU statement noted that the signing of the Political Declaration by Prime Minister Pashinyan and President Aliyev, in the presence of President Trump in the White House, is a major development for both Armenia and Azerbaijan, paving the way to lasting, sustainable peace for both countries and across the entire region. The EU stressed the importance of ensuring the timely implementation of the agreed steps, notably the signing and ratification of the peace treaty. The EU fully supports the Armenia-Azerbaijan normalisation process and has been working for years with both parties and our international partners to create the conditions for lasting peace.

European Council President António Costa and European Commission President Ursula von der Leyen jointly praised the initialing of the peace agreement in Washington, emphasizing that the event will lead to long-term peace. They also highlighted the EU’s continued support for the normalization process and peacebuilding efforts in the region.

In a statement, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas called the agreements reached between Azerbaijan’s President Ilham Aliyev and Armenia’s Prime Minister Nikol Pashinyan, with President Trump’s participation, a crucial event ending decades of conflict. “We strongly commend both sides and the US Administration for using the momentum and making progress possible. It will now be important to ensure the timely implementation of the agreed steps, notably the signing and ratification of the peace treaty. We continue to stand ready to work with partners towards full-fledged normalisation, providing additional support and expertise, including for the practical implementation of next steps."

EU Special Representative for the South Caucasus Magdalena Grono congratulated the parties on the historic step bringing the region closer to lasting peace and prosperity, calling it courageous leadership and a long-term vision.

EU Commissioner for Neighborhood and Enlargement Marta Kos also congratulated Azerbaijan’s President Ilham Aliyev and Armenia’s Prime Minister Nikol Pashinyan on the initialing of the peace agreement, describing it as a decisive step toward sustainable peace and stability. She expressed eagerness for upcoming visits to both countries and readiness to support the normalization process and regional cooperation.

Secretary General of the Council of Europe Alain Berset welcomed the agreed phase toward lasting peace between Azerbaijan and Armenia in Washington and expressed readiness to provide support.

President of the Parliamentary Assembly of the Council of Europe Theodoros Rousopoulos also warmly welcomed the peace agreement signed in Washington between Armenia & Azerbaijan, under the auspices of the US and noted that PACE has always promoted parliamentary diplomacy in this conflict, stands ready to accompany stages of consolidation of this agreement & strengthen mutual trust

Support from NATO

NATO also applauded the progress made by Azerbaijan and Armenia toward peace. NATO spokesperson Allison Hart stated in an X post: "We welcome progress towards peace between Armenia and Azerbaijan and thank the President of the United States for his investments in peace. This is a significant step forward for the normalisation process and for regional security more broadly. NATO will continue to work with our partners Azerbaijan and Armenia."

Gunther Fehlinger-Jahn, head of the Austrian Committee for NATO Enlargement (an international NGO), even called on Armenia and Azerbaijan to join NATO, emphasizing that only NATO can ensure peace in the region against the resistance of Russia and Iran.

OTS Praises Washington Summit

 

Secretary General of the Organization of Turkic States Kuban Omuraliev also highly appreciated the initialing of the Joint Declaration, stating that the organization firmly supports the initialing of the agreed upon text of the Agreement on Establishment of Peace and Inter-State relations between the Republic of Azerbaijan and the Republic of Armenia and signing of the joint appeal to the Organization for Security and Cooperation in Europe on the closure of OSCE’s Minsk Process and related structures by the Ministers of Foreign Affairs of both countries. This historical development marks a significant milestone towards the establishment of lasting peace, stability and prosperity in the South Caucasus region and beyond.

The OSCE ready to support the agreement related to the Minsk Group

The OSCE has expressed its satisfaction with the Azerbaijan-Armenia agreement. According to information provided to APA by the organization, it positively welcomes the agreements signed in Washington on August 8 and considers the role of the United States in this matter commendable. The OSCE calls on Azerbaijan and Armenia to do everything possible to normalize relations and achieve peace, and continues to support all efforts that bring stability and lasting peace to both countries. The organization declared its readiness to support the implementation of the agreements reached on August 8

The OSCE Parliamentary Assembly also applauded the signing of the Joint Declaration in Washington, calling it a historic breakthrough toward lasting peace in the South Caucasus.

OSCE PA President Pere Joan Pons Sampietro described the agreement between Armenia and Azerbaijan as a historic moment for a better and shared future.

Azerbaijani experts on international reactions

Former Foreign Minister Elmar Mammadyarov told APA that the OSCE’s readiness to support implementation shows the Minsk Group’s fate is decided. “France also expressed support. Decisions in the OSCE are made by consensus. Initially, the US will address OSCE member states; the matter will be discussed at the ambassadorial level and a decision on the Minsk Group will be made at the ministerial level in December.”

Mammadyarov also highlighted the importance for Azerbaijan of the agreement on the corridor connecting the main part of Azerbaijan with Nakhchivan. He said a private company will be designated by the US for this corridor. “Whether a new railway will be built or the Soviet-era railway will be used will be discussed at the next stage.”

The former foreign minister emphasized that the agreements reached at the Washington meeting are very important for Azerbaijan and Armenia on the path to peace: “This is also very important for President Donald Trump. From the perspective of the US role, Washington attaches special significance to these agreements.”

Elkhan Shahinoglu, head of the “Atlas” Research Center, told APA that the Joint Declaration and the initialing of the peace agreement in Washington serve not only the interests of Azerbaijan, Armenia, and the US but also benefit Eurasia and other countries. “Everyone can gain from this because peace is emerging in the region after 35 years between Azerbaijan and Armenia. Now the region is starting cooperation and everyone can benefit since transport routes pass and will pass through this region. That’s why international organizations and most countries support the Washington agreements. Even many anti-Azerbaijan forces cannot oppose this because it’s about peace and cooperation. NATO, France, and the Iranian Foreign Ministries’ statements also contain positive elements. Russia cannot oppose this either because Russian President Vladimir Putin is in open dialogue with US President Donald Trump, with meetings planned soon. So this agreement benefits everyone, which is why international organizations and leading countries express their support.”
