Anar Karimov: Azerbaijan prioritizes green financing in housing policy

Reconstruction in Azerbaijanchr("39")s liberated territories is one of the main directions of state policy, Anar Karimov, First Deputy Minister of Finance of Azerbaijan and member of the Supervisory Board of the Mortgage and Credit Guarantee Fund, said during an event held within the 13th Session of the World Urban Forum (WUF13) in Baku, Olaylar informs.

Karimov highlighted the role of state institutions in housing provision: "Alongside the Mortgage and Credit Guarantee Fund, the State Housing Construction Agency provides housing to vulnerable groups under concessional terms, and the best part is that these homes are already fully ready for settlement. Another mechanism I want to mention is the Great Return State Program. As you know, after a long wait, Azerbaijan regained its territories. Since 2020, families have been returning to cities and villages."

The deputy minister emphasized that Azerbaijan gives priority to green financing in housing policy: "We must remember that housing remains a key economic driver. It is not only a policy of social cohesion but also creates a multiplier effect in production, employment, infrastructure, and urban planning. We are currently working extensively on green bonds, green taxonomy frameworks, integration of renewable energy, digital cadastre systems, and green building standards. That is why I want to recall a quote from architect and urban planner Jan Gehl: 'First life, then spaces, then buildings." This principle should guide us all, because housing finance is not just about funding square meters; it is about financing human potential. It means new urban planning agreements."
