The amnesty act declared on the occasion of the “Year of Constitution and Sovereignty” has been applied to 22,935 individuals, APA reports, citing the Press Service of the Ministry of Justice.
According to the information, the implementation of the Decision dated December 19, 2025, “On declaring an amnesty on the occasion of the ‘Year of Constitution and Sovereignty’,” adopted by the Milli Majlis on the initiative of the President, has been completed. The execution of the amnesty act was carried out over a period of four months with the involvement of non-governmental organizations, media, and other representatives of civil society:
“This decision, which is another manifestation of the state’s policy of humanism, is the most extensive amnesty ever adopted in terms of the number of individuals it applies to. Thus, this 13th amnesty act has been applied to a total of 22,935 persons.
Of those granted amnesty, 5,348 individuals have been released from imprisonment for a certain period. In addition, the remaining term of imprisonment for 3,555 convicted persons has been reduced by six months.”
It was noted that a total of 13 amnesty acts adopted since 1996 once again demonstrate that the state’s penal policy prioritizes humanism, more effective protection of human rights, social justice, as well as restorative approaches.
