Non-oil and gas revenues in Azerbaijan’s state budget exceeded AZN 10 bln. in H1 2025

In January–June 2025, revenues from Azerbaijan’s non-oil and gas sector amounted to 10 billion 277.3 million manats, making up 51.9% of total state budget revenues for the period, APA-Economics reports, citing the Ministry of Finance.

This figure is 457 million manats (4.7%) higher than forecasted and 232.3 million manats (2.3%) more than the same period in 2024.

It was noted that in the first half of this year, 62.4% (6,417.6 million manats) of non-oil and gas revenues came through tax authorities, 30.1% (3,091.1 million manats) through customs authorities, 3.0% (312.2 million manats) from paid services of state-funded organizations, 4.3% (434.5 million manats) from other sources, and 0.2% (21.9 million manats) from leasing state property.

Compared to forecasts for January–June 2025, tax revenues through tax authorities exceeded expectations by 218.6 million manats (3.5%), customs collections by 4.1 million manats (0.1%), revenues from leasing state property and other sources by 319.2 million manats (3.3 times), while paid service revenues from budget-funded organizations fell short by 84.9 million manats (21.4%).

Revenues from the oil and gas sector amounted to 9 billion 526.6 million manats, which is 247.8 million manats (2.7%) higher than forecasted and 728.8 million manats (8.3%) more than in the same period of 2024. Of these oil and gas revenues, 24% (2,286.1 million manats) came through tax authorities, and 76% (7,240.5 million manats) from the State Oil Fund’s transfers to the state budget.

Recall that during the first half of 2025, state budget revenues totaled 19 billion 803.9 million manats, expenditures 17 billion 95.6 million manats, resulting in a budget surplus of 2 billion 708.3 million manats.
